Green, resilient, inclusive, sustainable: ADB water, sanitation & hygiene project evaluation

Monitoring, evaluation and learning

Design

Based on ADB’s commitment to the sustainable development goals, they aim to ensure their investments in infrastructure are Green, Inclusive, Resilient  and Sustainable (GRIS).

Small is Beautiful was engaged to track the quality of water, sanitation and hygiene related ADB infrastructure projects. Quality was assessed using the GRIS framework, it includes 16 evaluation criteria that cover themes of climate mitigation, environmental sustainability, climate risk and vulnerability, resilience, gender, inclusiveness, life cycle costing and financial sustainability.

What we did

We reviewed and evaluated over 20 projects with a WASH focus using the GRIS indicator framework in 2020 and 2021 projects were valued between US$5million to to US$510 million. Projects included the Greater Port Vila Urban Resilience Project in Vanuatu, Livable Cities Investment Project in Cambodia, Timor-Leste: Water Supply and Sanitation Investment Project.

We also provided advice on opportunities to further improve the framework.
